Iowa native and former United States Secretary of Commerce Herbert Hoover received 444 electoral votes to defeat Democratic opponent Al Smith in the 1928 Presidential Election. March 4, 1929, Hoover was inaugurated in Washington, D.C., and became the 31st President of the United States.

In Hoover's inaugural address, he focused on the following:

• His plans to expand on Calvin Coolidge's accomplishments.
• Hoover called on the American people to see a new vision beyond that of his predecessor.
• One of the most notable subjects of Hoover's address was centered on the Eighteenth Amendment of the Constitution.

Applauding the Eighteenth Amendment and citizens who keep anti-liquor laws, Hoover chided state and local law enforcement for a lack of enforcement of laws associated with prohibition.

In turn, Hoover challenged Americans to turn away from alcohol and do their parts to help enforce the laws.

Seven months after his inaugural address, Hoover would take the blame for the October 29 stock market crash, which sparked the Great Depression.
