   (a) The Federal Acquisition Regulations are part of Code of the Federal
   Regulations (CFR). Specifically, FAR is Title 48 of the CFR. The CFR is the codification of the general and permanent rules and regulations published in the Federal Register by the executive departments and agencies of the Federal Government of the United States. These regulations are Administrative laws that exist because the United States Congress grants authority to executive branch agencies to interpret the statutes in the United States Code (Wikipedia).
