National Assessment of Educational Progress

Research papers on the National Assessment of Educational Progress (NAEP) state that the NAEP began in 1964 through a grant by the Carnegie Corporation, establishing the Exploratory Committee for the Assessment of Progress in Education, and began national standardized testing in 1969. NAEP Subject Areas
There are, in fact, two NAEP assessments, the main NAEP and the long-term trend NAEP. By having two separated assessments, there are two objectives to be met: the development of new assessment instruments in light of educational changes and the measurement of student progress over time. NAEP Governing Board
NAEP has become a congressionally mandated project administered by the National Center for Education Statistics, part of the Institute of Education Sciences in the US Department of Education. There is a National Assessment Governing Board, appointed by the Secretary of Education, which sets policy and develops the testing specifications. Each biannual assessment results are released as the Nation's Report Card, using sampling techniques to provide information based on various demographic groups across the United States. Tests are administered to students in grades 4, 8 and 12.
