Through Campbell's analysis of the unethical practices that occur in the organization he is able to effectively demonstrate that the specific behaviors adopted by management and employees can serve as the basis for creating a culture of corruption. Managers that cheat, lie and steal foster an environment in which these activities are codified and perpetuated on all levels of the organization. Thus, no matter what capacity the manager serves in the organization, his or her behavior can impact how the organization and its culture evolve.

Evaluating the issues of cheating, lying and stealing from another perspective, while these practices are overtly unethical, subtleties exist among these explicit labels. What this suggests is that certain degrees of lying or cheating are considered "borderline ethical." While the practices that fall into the category of borderline ethical are often unethical, Liebowitz contends that in many cases, managers have no choice but to engage in these practices in order to make the organization profitable or productive. To illustrate this point, Paper Masters calls to mind the case of a company that is forced to pay its workers less than a living wage to remain profitable. While this process of duping employees is clearly not ethical, the company may need to employ these practices in order to remain competitive.
